The Department of Defense (DoD) has shown interest in employing advanced technological capabilities capable of simulating human behavior for information warfare, as reported by The Intercept. According to a procurement document from the Pentagon’s Joint Special Operations Command (JSOC), there is a pressing need to create artificial online personas, complete with realistic digital footprints, to facilitate various military and strategic objectives. This includes generating believable imagery of people showing different facial expressions, crafting persuasive virtual environments, and producing selfie videos that can withstand scrutiny from both social media algorithms and human users. The document outlines that the technology should also encompass audio elements that correspond with the locality depicted in the simulated footage.

The initiative to deploy “sock puppets,” or fictitious online personas, has historical roots; the Pentagon’s engagement in this realm can be traced back over a decade. These digital entities are designed to disseminate American propaganda, shape public opinion, and aid in intelligence gathering. This was starkly highlighted earlier this year, when reports surfaced indicating a U.S. military operation aimed at discrediting a Chinese vaccine in the Philippines, showcasing America’s strategic aim to counteract Beijing’s influence in the region.

In 2022, amid growing scrutiny of its psychological operations, the Pentagon launched a review of these activities, particularly after social media platforms like Facebook and Twitter (now X) revealed that they were identifying and banning numerous bots linked to U.S. Central Command. The United States has frequently accused its adversaries, such as China, Russia, and Iran, of conducting malign influence operations online using AI-generated content. Notably, these allegations encompassed accusations that foreign powers were engaging in electoral interference within the U.S., mirroring the tactics that the Pentagon now seeks to adopt.

This situation draws parallels to disclosures made by The New York Times in June, which reported on an Israeli influence operation that employed AI-generated materials to promote narratives beneficial to Israel within the American populace. Such revelations raise ethical concerns regarding the use of technology in misleading public perception. Daniel Byman, a security studies professor at Georgetown University, highlighted the contradiction inherent in the U.S. government decrying the tactics used by its rivals while simultaneously planning to implement similar strategies for its own purposes.

Byman emphasized the importance of public perception in maintaining trust in the U.S. government’s communication. There exists a significant belief that the U.S. is committed to providing truthful information to its citizens, which adds an element of hypocrisy to the idea of deploying deceptive tactics for national security goals. Such initiatives pose risks not only for the integrity of information but also for the U.S.’s position in international affairs, particularly as it tries to maintain moral high ground against countries using disinformation tactics.

The implications of this reported pursuit of technology to create fabricated human behavior highlight a broader issue: the evolving landscape of information warfare. Militaries and governments worldwide are increasingly leveraging AI and advanced technologies to manipulate perceptions and influence public opinion.
