Thirteen police officers from the Lewisville Police Department in North Texas are facing disciplinary action following an internal investigation into allegations of misconduct stemming from a prostitution sting operation. This operation, which started in October 2022, aimed to investigate suspected prostitution activities at nine massage parlors in Lewisville and another in Flower Mound. Police Chief Brook Rollins announced the findings of the internal affairs investigation, which was initiated after the department’s street crimes unit uncovered concerning conduct during their investigation, inspired by claims of prostitution.
The sting operation led to multiple criminal charges against various suspects; specifically, 32 charges were filed against 28 individuals across 23 cases. However, a review of these cases by the Denton County district attorney’s office revealed issues with how the undercover officers conducted themselves. Charges were dropped because the court found the officers had engaged in “inappropriate contact” with suspected prostitutes. This revelation prompted the internal review, which confirmed that several officers had breached department directives, leading to the current disciplinary measures.
Although Police Chief Rollins indicated that there was no direct evidence that the officers engaged in sexual activities with any of the suspects, he did note that further investigation revealed significant instances of inappropriate contact. He emphasized that after probable cause is established for an arrest, any continued physical interaction between officers and suspects is considered unprofessional. While not all the officers were implicated in direct misconduct, some were found culpable due to a lack of adequate supervision and communication that facilitated inappropriate conduct.
In response to the findings, Chief Rollins has taken decisive actions against the offenders, resulting in disciplinary actions that include the firing of three officers, the demotion of another, and suspension without pay for seven others. In his public statement, Rollins expressed his embarrassment and disappointment over the incident, reaffirming his commitment to upholding the standards of professionalism and integrity expected within the police department. He acknowledged that the actions of certain officers have tarnished the department’s reputation, asserting his responsibility to correct these failures.
The internal investigation has also been forwarded to the Texas Rangers and the Texas Department of Public Safety for further scrutiny and potential criminal investigation. Despite the negative findings from the internal review, as of the latest update, no criminal charges have been filed against the implicated officers.
